River Region Human Services, Inc., (RRHS) was established in 1979 as a private, non-profit 501(c)3 corporation, to provide a comprehensive array of substance abuse and mental health prevention, intervention, and treatment services for persons residing in Baker, Clay, Duval, Nassau, and St. Johns counties. Over time, RRHS expanded its services to include HIV/AIDS prevention, case management, support counseling and supportive housing. RRHS has been licensed by the Department of Children and Families since incorporation and is registered with the Secretary of State and the City of Jacksonville as a charitable organization. Many of its programs have been nationally accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) since 1993.
The focus of RRHS' vision is to improve the quality of life in Northeast Florida through partnerships with the corporate sector, government agencies, and other private non-profit organizations. In pursuing its mission, the agency assists people in maintaining a functional and independent lifestyle from the use of dependency-producing drugs, the debilitating effects of mental disorders, the commission of anti-social and criminal activity, and the ravages of sexually transmitted diseases. Cost-effective programming is designed in partnership with public and private funding sources. Client fees are determined using a sliding scale that assesses a person's ability to pay for services.
RRHS has proudly worked to make a difference in the lives of the children, adults, and families throughout Jacksonville for 50 years. The ultimate goal of every program is to promote a healthy lifestyle that contributes to the development of a productive individual and a wholesome community. Programs are designed to meet the needs of individuals from infancy to the twilight years. Over 5,000 citizens have benefited from River Region's programs, many nationally recognized and used as models for organizations aspiring to implement similar programs in their communities.
River Region has a 30-year partnership with the City of Jacksonville and Jacksonville's Sheriffs Office as the provider within the Correctional Transition Center (CTC) that houses 135 inmates for the Matrix House Program. The program is for 16 months, and River Region provides education, aftercare, family reunification, and celebratory events for those who complete the program. Clients receive four months of treatment while incarcerated at the CTC and transition into the aftercare program for one year of follow-up case management care, primarily located at the Kennedy Community Center. Many clients who complete the entire 16-month program of Matrix House have been able to get their probation ended early.
